The Reason Victor Hugo Wrote Les Miserables

If I can remember correctly, the reason why Victor Hugo wrote Les Miserables is because he's saying as long as there a cause, there will always be an effect? That's what I believe. There's a chain that will affect other situations. I know this response is really short but that's what I'm paraphrasing it too.
